The Secretary of State for Transport is a Minister designated M1 for the purpose of section 2(2) of the European Communities Act 1972 M2 in relation to the regulation of the type, description, construction or equipment of vehicles and the regulation and supervision of working conditions of persons engaged in road transport.
Accordingly the Secretary of State, in exercise of the powers conferred by section 2(2) of that Act, makes the following Regulations:
