In exercise of the powers conferred upon the Secretary of State by sections 28A(4), (6), (8) and 138 of, and paragraph 5 of Schedule 4 to the School Standards and Framework Act 19981, sections 66, 120 and 124 of and paragraphs 3, 4, 5, 7, 8, 9 and 10 of Schedule 10 to, the Education Act 20052 the Secretary of State for Education and Skills hereby makes the following Regulations:
