The Lord Chancellor makes the following Regulations in exercise of the powers conferred by section 26 of, and paragraph 3B of Schedule 3 to, the Access to Justice Act 19991.

A draft of this instrument has been laid before and approved by a resolution of each House of Parliament in accordance with section 25(9A) of that Act.
