In the case of a primary outbreak—
a
the Secretary of State must submit the virus isolate to the national reference laboratory as soon as practicable;
b
the national reference laboratory must subject that virus isolate to the laboratory procedures specified within the diagnostic manual for the purpose of identifying the genetic subtype;
