46.—(1) A person shall not issue an evidence note under regulation 47(2) F1... unless he is at the time of issue an operator of an AATF and that evidence relates to WEEE [F2received by, or on behalf of,] that AATF in a relevant approval period.
[F3(2) A person shall not issue an evidence note under regulation 47(2)(b) unless he is at the time of issue an approved exporter and that evidence relates to WEEE received by him in a relevant approval period for export.]
