for the purpose of regulation 9(3)
The Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by sections 89(3) and (4), 97(3), 105(1) and (3) of the Road Traffic Act 19881.
In accordance with section 195(2) of that Act, he has consulted with such representative organisations as he thinks fit.
