The Police Authorities (Best Value) Performance Indicators (Amendment) Order 2006

The Secretary of State makes the following Order in exercise of the powers conferred by section 4(1)(a) of the Local Government Act 1999(1) (having regard to the definition in section 1(1)(d)).

In accordance with section 4(3) of that Act he has consulted with persons appearing to him to represent police authorities and such other persons as he thought fit.

Citation and commencement

1.  This Order may be cited as the Police Authorities (Best Value) Performance Indicators (Amendment) Order 2006 and shall come into force on 1st April 2006.

Amendments to the Police Authorities (Best Value) Performance Indicators Order 2005

2.—(1) The Schedule to the Police Authorities (Best Value) Performance Indicators Order 2005(2) is amended as follows.

(2) Paragraph (f) in the right hand column (description of indicators) for the entry Statutory Performance Indicator 3 is omitted.

(3) Paragraphs (a), (c) and (d) in the right hand column for the entry Statutory Performance Indicator 5 are omitted.

(4) The following paragraph is inserted after paragraph (e) in the right hand column for the entry Statutory Performance Indicator 5—

(f)Acquisitive crime per 1,000 population.

(5) Paragraph (a) in the right hand column for the entry Statutory Performance Indicator 6 is omitted.

(6) In paragraph (a) in the right hand column for the entry Statutory Performance Indicator 8 the words “with a power of arrest” are omitted.

(7) The following paragraph is inserted after paragraph (a) in the right hand column for the entry Statutory Performance Indicator 8—

(c)Value of cash forfeiture orders and confiscation orders per 1,000 population.

(8) For Statutory Performance Indicator 13 there is substituted—

13(a) Percentage of working hours lost due to sickness for police officers.

(b)Percentage of working hours lost due to sickness for police staff.

Explanatory Note

(This note is not part of the Order)

Part 1 of the Local Government Act 1999 imposes requirements on police authorities, and other authorities, to secure continuous improvement in the way in which their functions are exercised, having regard to a combination of economy, efficiency and effectiveness. Section 4(1) of that Act confers a power on the Secretary of State to specify by Order best value performance indicators applicable to local authorities, police authorities and other authorities.

Article 2 of this Order amends the Schedule to the Police Authorities (Best Value) Performance Indicators Order 2005. That Schedule sets out the indicators by which a police authority’s performance can be measured.
