Article 15 of the 2006 Order (obligation to issue ROCs) is amended as follows.

In paragraph (1)—
a
for “article 17” substitute “articles 17 and 17A”; and
b
at the end omit “to the persons specified below”.

In paragraph (2), after “(5)” insert “and article 15A”.
