3.—(1) For the purposes of these Regulations—
(a)any person listed in Annex V of the EC Regulation(1); and
(b)any person identified in a direction,
is a designated person.
(2) In this Part “direction” (other than in regulation 4(2)(b)) means a direction given by the Treasury under regulation 4(1).
