11. In section 250 (modification or waiver of rules)—
(a)omit subsection (4)(a);
(b)in subsection (4)(b), for “authorised person (except in subsection (4)(a))” substitute “person”;
(c)in subsection (5)(a), (b), (d) and (e), omit “authorised”.
