A draft of these Regulations was laid before Parliament in accordance with section 12(5) of the Employment Agencies Act 19731 and approved by a resolution of each House of Parliament:
The Secretary of State, in exercise of the powers conferred on him by sections 5(1)2 and 6(1)3 of that Act and having consulted such bodies as appear to him to be representative of the interests concerned, makes the following Regulations:
