The Secretary of State for Education and Skills makes the following Regulations in exercise of the powers conferred by sections 12(2), 15(3), 16(3), 31(7) and 118(5), (6) and (7) of the Care Standards Act 20001 and sections 147 and 155(1) and (2) and 183(1) of the Education and Inspections Act 20062 and section 87D(2) of the Children Act 19893:
