The Secretary of State for Transport makes these Regulations in exercise of the powers conferred by sections 89(3), (4) and (5), 92(2), 97(1), 105(1), (2), (3) and (4) of the Road Traffic Act 19881 and by virtue of the Department of Transport (Fees) Order 19882 and the Department for Transport (Driver Licensing and Vehicle Registration Fees) Order 20033 and with the approval of the Treasury4.
The Secretary of State for Transport has consulted with representative organisations in accordance with section 195(2) of the Road Traffic Act 1988.
