2. The functions conferred on the National Assembly for Wales by the following provisions are not to be transferred to the Welsh Ministers—
(a)sections 178 and 179 of the Education and Inspections Act 2006(1) (framework powers);
(b)section 17 of the NHS Redress Act 2006(2) (framework powers).
