The Secretary of State and the Welsh Ministers have been designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to measures relating to water resources.
The Secretary of State in relation to England and Scotland3 and the Welsh Ministers in relation to Wales make the following Regulations, in exercise of the powers conferred by that section:
