13. A person guilty of an offence under regulation 8, 9, 10, 11 or 12 shall be liable—
(a)on summary conviction, to a fine not exceeding the statutory maximum; or
(b)on conviction on indictment, to a fine or imprisonment for a term not exceeding two years or both.
