Recovery of sums paid under a commitment U.K.

9.  In any case where a sum falls to be paid to [F1 the GLA] or a global grant body under, or by virtue of any action or decision taken under, the terms of a commitment, the sum so falling to be paid shall be recoverable on demand by [F1 the GLA] or the global grant body concerned.
