3. In regulation 8(1) of the Genetically Modified Organisms (Transboundary Movements) (England) Regulations 2004 M1, for sub-paragraph (d) substitute—
“(d)without reasonable excuse to fail to comply with the requirements of a notice issued under regulation 7;”.
