27. Where functions under the Homelessness Act 2002(1), other than those referred to in regulation 12(1)(c), fall to be discharged by a preparing council which is a county council or by a shadow council—
(a)before the reorganisation date, and
(b)as regards the financial year beginning on that date,
references in that Act to a local housing authority shall be taken to include references to a council of either of those descriptions.
