In rule 40 (decisions)—
(a)
in paragraph (3) for “14(2) (withholding harmful information)” substitute “14(11) (prevention of disclosure or publication of documents and information)”; and
(b)
in paragraph (4) before “Tribunal” insert “Upper”.
