The Secretary of State for Communities and Local Government being a designated M1 Minister for the purposes of section 2(2) of the European Communities Act 1972 M2 in relation to the environment, in exercise of the powers conferred by that section makes the following Regulations:

M2 1972 c.68. Section 2(2) includes power to make certain provision in relation to the European Economic Area by virtue of section 2(5) of the European Economic Area Act 1993 (c.51).
