The over-arching objective of the Council in exercising its functions is the protection of the public.

The pursuit by the Council of its over-arching objective involves the pursuit of the following objectives—

a

to protect, promote and maintain the health, safety and well-being of the public;

b

to promote and maintain public confidence in the professions regulated under this Order;

c

to promote and maintain proper professional standards and conduct for members of those professions; and

d

to promote and maintain proper standards in relation to the carrying on of retail pharmacy businesses at registered pharmacies.

In exercising its functions, the Council (including its staff and committees) must—

a

have proper regard to—

i

the interests of persons using or needing the services of registrants in Great Britain,

ii

the interests of all registrants and prospective registrants, and any differing interests of registered pharmacists and registered pharmacy technicians or groups within those professions, and

iii

the interests of persons carrying on a retail pharmacy business at a registered pharmacy; and

b

co-operate, in so far as is appropriate and reasonably practicable, with persons concerned with—

i

the employment (whether or not that employment is under a contract of service) of registrants,

ii

the education or training of registrants, prospective registrants or other health or social care professionals,

iii

the regulation of, or the co-ordination of the regulation of, other health or social care professionals,

iv

the regulation of health services, and

v

the provision, supervision or management of health services.

In carrying out its duty to co-operate under paragraph (2)(b), the Council must have regard to any differing considerations relating to practising as a pharmacist or as a pharmacy technician which apply in England, Scotland or Wales.

In paragraph (2), “other health care professionals” means persons regulated by a body, other than the Council, mentioned in section 25(3) of the National Health Service Reform and Health Care Professions Act 200225.
