10.—(1) A person who contravenes regulation 3(1) or (4), 4(1), 5(1) or [F17(4A)] of these Regulations is guilty of an offence and liable—
(a)on summary conviction, to a fine not exceeding the statutory maximum;
(b)on conviction on indictment, to a fine.
(2) A person who contravenes regulation 9 is guilty of an offence and liable on summary conviction to a fine not exceeding level 2 on the standard scale.
