19.—(1) Section 120 (notice) is amended as follows.E+W
(2) In subsection (1)—
(a)omit “and” at the end of paragraph (b), and
(b)at the end of paragraph (c) insert—
“, and
(d)in the case of a local authority, the Secretary of State.”
(3) In subsection (2), at the beginning insert “Except in the case of a local authority,”.
