Coming into force
The Secretary of State for Transport makes these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 19721 and section 56(1) and (2) of the Finance Act 19732.
The Secretary of State for Transport is a Minister designated3 for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation and supervision of the qualifications and working conditions of persons engaged in road transport.
The Treasury has consented under section 56(1) of the Finance Act 1973 in respect of regulations 3(a)(i), in part, (iii), in part, and (iv), in part, and 4(c), (d), in part, and (e).
