The Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by sections 144D(1)1 and 160(1), (2)(b) and (d)2 of, and Schedule 2A3 to, the Road Traffic Act 19884.
Representative organisations have been consulted in accordance with section 195(2)5 of that Act.
