In Schedule 2 to the Business Improvement Districts (Wales) Regulations 2005 M1 (procedure on issue of ballot paper) for paragraph 10(4), substitute—

“(4)

For the purpose of delivering the ballot papers the ballot holder may use a postal operator within the meaning of Part 3 of the Postal Services Act 2011.”.
