These Regulations make provision concerning the membership and procedure of the Health Research Authority, a Special Health Authority established in England under the National Health Service Act 2006 by the Health Research Authority (Establishment and Constitution) Order 2011.
In particular, these Regulations provide for the appointment of members of the Authority (regulation 2), the appointment of, and exercise of functions by, committees and sub-committees (regulations 3 and 4), the conduct of proceedings (regulation 5 and the Schedule) and disability on account of a pecuniary interest (regulation 6).
Provision is also made for requiring the Authority to furnish reports and certain other information to the Secretary of State (regulation 7) and for requiring the Board meetings of the Authority (but not meetings of its committees or sub-committees) to be open to the public except where the Authority approves a resolution to exclude them for special reasons (regulation 8).
A full impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen.
