14. In the Joint Waste Authorities (Proposals) Regulations 2009 M1, for paragraph 7 of Schedule 2 substitute—
“7.—(1) If the proposed joint waste authority has the function of disposing of biodegradable local authority collected municipal waste, the arrangements to ensure the fulfilment of its duties as a waste disposal authority for the purposes of the Waste and Emissions Trading Act 2003 M2.
(2) In this paragraph, “biodegradable local authority collected municipal waste” has the meaning given by section 21 of that Act M3.”.
