8.—(1) A person who—
(a)applies for a [F1UK licence for the Community]; and
(b)wishes to dispute a decision of a traffic commissioner to refuse to issue the person with such a licence,
may appeal against that decision.
(2) A person who—
(a)is the holder of a [F1UK licence for the Community]; and
(b)wishes to dispute a decision of a traffic commissioner to withdraw it or any certified true copies of it,
may appeal against that decision.
(3) The right of appeal conferred by each of paragraphs (1) and (2) is a right of appeal to the Upper Tribunal(1).
