The Secretary of State makes these Regulations in exercise of the powers conferred by section 21 of the Chronically Sick and Disabled Persons Act 19701, now vested in her2 and after consultation with the Administrative Justice and Tribunals Council in accordance with section 21(7E) of that Act.
