The appropriate authority—
a
is the competent authority for the purposes of Article 5(1)(b) of the Pets Regulation, and
b
acts as the member State for the purposes of Article 1(1) of Decision 2007/25/EC.

The appropriate authority and the local authority are the competent authorities for the purposes of—
a
Article 12 of the Pets Regulation, and
b
Article 2(1) of Decision 2007/25/EC.
