Coming into force
The Secretary of State—
in exercise of powers conferred by section 64(1), (2), (3) and (5) of the Road Traffic Regulation Act 19841 (“the 1984 Act”), makes the regulations contained in Part 1 of this instrument; and
in exercise of powers conferred by sections 65(1) and 85(2) of the 1984 Act2, gives the general directions contained in Part 2 of this instrument.
In accordance with article 4 of, and Schedule 3 to, the Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc) Order 19993, the Secretary of State has consulted with the Scottish Ministers.
In relation to the regulations contained in Part 1 of this instrument, the Secretary of State has, in accordance with section 134(2) of the 1984 Act, consulted with such representative organisations as the Secretary of State thought fit.
