The Secretary of State considers—
a
that it is necessary or expedient to make an order under section 16(5)(b) of the Environment Act 19951 (“the Act”) specifying the number of members to be appointed to the Thames Regional Flood Defence Committee by certain constituent councils from 30th March 2011;
b
that one member of that Committee should be appointed jointly by certain constituent councils.
Accordingly, the Secretary of State makes the following Order in exercise of the powers conferred by section 16(5)(b) and (8) of the Act2:
