A person is guilty of an offence who—
a
if they are not a specified person, fails to comply with regulation 25; or
b
fails to comply with a compliance notice, stop notice or restoration notice.

A person guilty of an offence under—
a
paragraph (1)(a); or
b
paragraph (1)(b) in relation to contravention of regulation 25,
is liable on summary conviction to a fine not exceeding level 5 on the standard scale.
3
A person guilty of an offence under paragraph (1)(b) in relation to contravention of regulation 12(1), F113(2) or 14(1) is liable—
a
on summary conviction, to a fine not exceeding the statutory maximum;
b
on conviction on indictment, to a fine.
