81.—(1) The Environment Agency must continue to operate the UK Registry for the purposes of meeting the obligations of the United Kingdom referred to in Article 3(1) of the Registries Regulation 2010 (obligations as a Party to the Kyoto Protocol(1) and under Article 6 of Decision No 280/2004/EC(2)), and in that capacity is referred to in these Regulations as the “KP registry administrator”.
(2) The Environment Agency may require users of the UK Registry to comply with reasonable terms and conditions in relation to that registry.

Explanatory Memorandum
Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Instrument and provides information about its policy objective and policy implications. They aim to make the Statutory Instrument accessible to readers who are not legally qualified and accompany any Statutory Instrument or Draft Statutory Instrument laid before Parliament from June 2004 onwards.
