4.  The following provisions of the 2008 Act come into force, in so far as those provisions are not already in force, on 10th December 2012—

(a) sections 32 (power to accept part payment of arrears in full and final satisfaction) and 33 (power to write off arrears); and

(b) section 42 (meaning of “child”).
