COUNCIL TAX, ENGLAND
These Regulations make provision for the conduct of referendums held under Chapter 4ZA of Part 1 of the Local Government Finance Act 1992 (“the 1992 Act”). These Regulations only apply in relation to England. The referendums will relate to the question of whether a council tax increase set by an authority – a billing authority, a major precepting authority, or a local precepting authority – for a financial year is approved of.

Question to be asked in a referendum3

The question to be asked in the referendum is to be in the form set out in Schedule 1.

Where—
a
a referendum is held in relation to the Greater London Authority’s relevant basic amount of council tax for a financial year; and
b
the special item does not apply to the relevant billing authority’s area,
references to an authority’s relevant basic amount of council tax in Schedule 1 are to be interpreted as references to the authority’s unadjusted relevant basic amount of council tax14.

Where—
a
