The Secretary of State, in exercise of the powers conferred by sections 31(6), 52ZK(8), 52ZM(4), 52ZN(8) and 52ZX(5), (7) and (8) and 113(1) of the Local Government Finance Act 1992(1) and section 235(2) and 236(1) of the Localism Act 2011(2), makes the following Regulations:

1992 c.14. Section 31(6) was inserted into the Local Government Finance Act 1992 by paragraph 2(5) of Schedule 6 to the Localism Act 2011 (c.20) and sections 52ZK, 52ZM, 52ZN and 52ZX were inserted into the Local Government Finance Act by Schedule 5 to the Localism Act 2011. The term “prescribed” is defined in section 116(1) of the Local Government Finance Act 1992.
