The Secretary of State makes the following Order in exercise of the powers conferred by section 23(1), (3) and (5) and section 37(2)(b) and (c) of the Borders, Citizenship and Immigration Act 20091.

In accordance with section 37(3) of that Act, a draft of this Order was laid before and approved by resolution of each House of Parliament.
