Coming into force

The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 89(3) and (4) and 105(1) and (3) of the Road Traffic Act 19881, sections 2(2)(d) and 57(1), (7), and (8)2 of the Goods Vehicles (Licensing of Operators) Act 19953, section 2(2) of the European Communities Act 19724 and section 14A of the Interpretation Act 19785.

The Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation and supervision of the qualifications and working conditions of persons engaged in road transport6.

Representative organisations have been consulted in accordance with section 195(2) of the Road Traffic Act 1988 and section 57(12) of the Goods Vehicles (Licensing of Operators) Act 1995.
