The Secretary of State for Transport in exercise of the powers conferred by sections 163(2), 173(1) to (3), 174(1), (2) and (5), 175(1) and 197(1) of the Transport Act 20001 and the Lord Chancellor in exercise of the powers conferred by sections 173(4), 195(1)(b) to (d) and (2) and 197(1) of that Act, make the following Regulations.
