9.—(1) Section 3 is amended as follows.
(2) In subsections (5)(a) and (6) for “Registrar” substitute “Board” in each place occurring.
(3) In subsection (6) omit “, by means of payments out of the Central Fund,”.
(4) Omit subsection (8).
