The Secretary of State, in exercise of the powers conferred upon him by sections 11(4), 12(2), 14(1)(d), 15(3) and (5), 16(1), 22(1), (2) and (7), 36(3) and 118(5) to (7) of the Care Standards Act 20001, and having consulted such persons as he considers appropriate2, makes the following Regulations.
