The Secretary of State makes the following Regulations in exercise of the powers conferred by section 57 of the Vehicle Excise and Registration Act 19941 as extended by section 156 of the Road Traffic Act 19882.
In accordance with section 195(2) of the Road Traffic Act 1988, the Secretary of State has consulted with representative organisations.
