19.—(1) Where regulation 14(10) applies and a producer or an authorised representative has any obligation under regulations 11 and 12 during a relevant compliance period, or any part of a relevant compliance period, he [F1must] provide a declaration of compliance to the appropriate authority on or before 31st March in the year that immediately follows the end of that compliance period.
(2) A declaration of compliance [F1must]—
(a)be in writing;
(b)include the information set out in Part 1 of Schedule 7; and
(c)be accompanied by copies of all evidence notes acquired in respect of the relevant compliance period to which the declaration relates.
(3) Where a producer or authorised representative is under an obligation to provide a declaration of compliance under this regulation, that declaration [F1must] be signed by—
(a)where the producer or authorised representative is an individual, that individual;
(b)where the producer is a partnership, a partner;
(c)where the producer is a body registered in the United Kingdom, a director of that body.
