In rule 10(4) (time limits on seeking orders for costs) for “sends to the person making the application the decision notice recording the decision which finally disposes of all issues in the proceedings” substitute—
sends—
a
a decision notice recording the decision which finally disposes of all issues in the proceedings; or
b
notice under rule 17(5) that a withdrawal which ends the proceedings has taken effect
