The Secretary of State for Education makes the following Regulations in exercise of the powers conferred by sections 9(1)(a) and 140(7) and (8) of the Adoption and Children Act 20021 and sections 22C(11), 31A(3), 34(8)(za) and 104(4) of, and paragraph 12E of Schedule 2 to, the Children Act 19892.
