The Secretary of State, in exercise of the powers conferred by sections 42(3B) and (3C) of, and paragraph 2(1B) and (1C) of Schedule 8 to, the Police Reform and Social Responsibility Act 2011(1), makes the following Regulations.

In accordance with section 42(3D) of, and paragraph 2(1D) of Schedule 8 to, that Act, the matters designated in these Regulations have been recommended to the Secretary of State by the College of Policing.

Citation, commencement and interpretation

1.—(1) These Regulations may be cited as the Appointment of Chief Officers of Police (Overseas Police Forces) Regulations 2014.

(2) These Regulations come into force on 1st October 2014.

(3) In these Regulations “the Act” means the Police Reform and Social Responsibility Act 2011.

Approved overseas police forces

2.  For the purposes of section 42(3B) of, and paragraph 2(1B) of Schedule 8 to, the Act—

(a)the countries listed in the first column of the table in the Schedule are designated;

(b)the overseas police forces listed in the first column of the table in the Schedule are designated in relation to the corresponding country.

Approved ranks in overseas police forces

3.  For the purposes of section 42(3C) of, and paragraph 2(1C) of Schedule 8 to, the Act, the ranks listed in the second column of the table in the Schedule are designated as approved ranks in relation to their corresponding overseas police force listed in the first column.

EXPLANATORY NOTE

(This note is not part of the Order)

The Anti Social Behaviour, Crime and Policing Act 2014 inserted provisions into section 42 of, and paragraph 2(1C) of Schedule 8 to, the Police Reform and Social Responsibility Act 2011. These provisions amended existing provisions relating to the appointment of chief officers of police forces in order to make it possible for those who had been or were serving in approved overseas police forces, and in approved ranks in those forces, to be appointed as chief officers in police forces in England and Wales. These Regulations designate various overseas forces and ranks in those forces as approved forces and ranks.

A full regulatory impact assessment has not been produced for this instrument as no impact on the private or voluntary sector is foreseen.
