No authorised development may commence until an assessment demonstrating that noise from the electrical substation on the site would not exceed a level of 30 dB L_Aeq at the nearest residential property has been submitted to and approved in writing by the relevant planning authority.

The substation is to be constructed in accordance with the approved assessment.
